
Susannah Thomas
Susannah Thomas is an attorney with the Department of the Interior, Office of the Solicitor, Intermountain Region located in Salt Lake City, Utah, where she has been since June 2003. She is assigned to represent the Bureau of Reclamation, Upper Colorado Region, which encompasses all or part of Utah, Idaho, Wyoming, Colorado, New Mexico, and Texas. She also represents the Utah Reclamation Mitigation and Conservation Commission and the Central Utah Project Completion Act Office. She specializes in federal Reclamation law and also advises the client agencies on matters of state water law and environmental law, and a variety of other land and water issues in both transactional and litigation contexts. In addition to her work with the Department of the Interior, Ms. Thomas has taught Water Law as an adjunct professor at Brigham Young University’s J. Reuben Clark Law School since 2009and will teach again in 2022.
Ms. Thomas earned her J.D. in 2002 and her B.A. in American Studies in 1998, both from Brigham Young University in Provo, Utah. She is admitted to the Utah Bar.
