Faculty Profile

Kara Bloomer is a Partner at Bloomer Law Firm, where she leads the firm’s data analytics compliance practice. Her work sits at the intersection of data, devices, and artificial intelligence, with a focus on sensitive data, antitrust, and privacy compliance. She advises clients on responding to regulatory inquiries and data breach incidents, navigating GDPR and other evolving global privacy frameworks, and structuring compliance programs for fast-moving areas of technology law. She has supported Meta’s Reality Labs Analytics team for five years as an in-house secondee, advising on global privacy and data analytics matters. She has also supported other technology and nonprofit organizations that handle large volumes of sensitive data.

Professor Bloomer’s practice draws on deep technical fluency in data analytics, algorithms, and machine learning, including the data structures and lifecycles underlying SaaS platforms, connected devices, and websites. She has also advised clients on the intersection of privacy law and marketing practices. Before entering legal practice, she worked as a process engineer in the semiconductor industry, developing lithography and bonding systems.

Professor Bloomer is a registered patent attorney and is licensed to practice law in Utah. She is a graduate of Brigham Young University’s J. Reuben Clark Law School and holds a B.S. in Chemical Engineering from Arizona State University.

Professor Bloomer was named New Woman of the Year in 2014 and serves on the NeW (Network of enlightened Women) Advisory Board.

Professor Bloomer is the mother of three. She enjoys traveling and reading.
